Unlocking replacement cell phone - IMEI not recognized

I just got a replacement phone through ATT insurance last month and when I enter the imei at att.com/deviceunlock it says imei not recognized.

Do I need to have the phone for more than 60 days or just an active ATT account and service?

Also my contract is already completed.

The phone isn't in the system, which is why they can't unlock it. Call the number at the bottom of the unlock portal for help.
