Unlock request keeps being cancelled even after confirming

I recently upgraded my iPhone 7 to an XR and planned to give my old 7 to my daughter to use on her mother’s account. I’ve completed the process to unlock the phone online 3 times now, received the email to confirm the unlock request and did so, and all 3 times I received an email 2 days later canceling my request stating that I had not confirmed it.  I’ve even screenshotted the confirmation successful page twice. Not really sure where to go from here

File an FCC complaint. Someone from AT&T will contact you.

If AT&T receives enough complaints, maybe they will fix the system.
