Oreo Update

I recently purchased an unlocked AT&T Blackberry keyone that I am using on T-Mobile. I noticed however that the phone is still on Android 7.1.1. When I attempt to use the AT&T Update from the settings I am told the phone is up to date. I have it on WIFI and I know this was updated to Oreo. Any help you can provide would be appreciated.

AT&T only provides software updates to AT&T devices that are within the United States and have active service with AT&T. You will not get software updates without AT&T service. You can try searching on Google for unofficial ways to update the software that aren't authorized through AT&T.

I went out and purchased an AT&T prepaid SIM. The update tool did update once but it was not the OREO update and it is now telling me the phone is up to date at Android 7.1.1. I am guessing that it will update a little at a time? Would this be correct?
