I bought an iphone x from foreigner in Nepal and now it says AT&T locked

Dears, 

My IMEI no is [EDITED]. I bought it from a foreigner for about 700$ and check everything was working and when I inserted my sim card it says AT&T locked. I could find the foreigner again and money is gone. Please help me. I am a student from a poor country Nepal who bought an iPhone to learn IOS app development

 

this is fraud case, I request att to understand me. The person sold me this phone took my money and then returned back and claimed new phone. By doing that he cheated both me and att and it should be reported as fraud case and att should be able to help me here and punish him

Your problem has absolutely nothing to do with AT&T. The person who sold you the phone could have been with any carrier in the United States and there are dozens of them. It is not AT&T problem it is entirely fraud committed by the person who sold you the phone.

AT&T is not even the who blacklisted the phone, that was done by Asurion who is the insurance company who he is no doubt getting a replacement from.

   Again, AT&T has no skin in this game, and has zero control. 

     This is on the seller - can't say it enough. 

Legal action is between you and the seller.  Asurion and AT&T can't be bothered. 

    It's not like this doesn't come up on a regular basis, this is not my first rodeo.  Here's a suggestion Reddit Works anywhere in the world, join them and tell them the story. You will get the same answer from several people.  Bet ya.

Sorry you lost your money you can try the unlock portal but I wouldn’t hold my breath   Most likely stolen

Yeah, big mistake.  It's most likely lost or stolen.   You won't be able to unlock it and anywhere between tomorrow and a month from now it'll be blocked from network service because it's been blacklisted.

Can AT&T understand my problem and report this as fraud case and help me here, I can provide full detail of the person who sold me this phone and took my money, 

he sold me this phone in Nepal, returned back to US and claimed new phone which means he cheated both me and AT&T.

please help

This is not an at&t problem.  The seller has to fix it.  
Fraud happens.  Neither insurance or at&t will get involved.

@lizdance40 , you seem to be an active responder but do you understand this kind of fraud case can hamper att reputation  and there must be some sort of legal action that can be taken? 

If you cannot help, can you stop demotivating others?

You may not like @lizdance40  answer but it’s 100% correct. It will never be unlocked. And no there is no way around the unlock process
