How to unlock

I’m having difficulty getting my iPhone unlocked. I followed the online instructions to request an unlocking and confirmed this action from a link in the resulting email. The new SIM doesn’t work. Repeated the process again; still no unlock. 

 

Two questions: why does AT&T lock my phone even though I don’t have an account with them, and how do I get them to unlock my phone?

Most phones are sold locked to the provider. If you bought new phone, why did you buy an AT&T branded phone if you never planned on using the phone on the AT&T network.

If you happened to purchase a gophone, they are sold at a discount and must be used on the AT&T network for 6 months before they will be unlocked.

If you bought a contract phone at full retail price, it can be unlocked but you will need to contact AT&T second level support because the phone was never used on the AT&T network, AT&T has no record of the IMEI and cannot unlock the phone through the unlock portal.

Although I did use AT&T until about two years ago I purchased the phone from Apple and it is my phone, not AT&T’s. I don’t understand why they are not allowing me to take control of my own phone.

I have now made four separate requests to unlock it, each followed by an email asking me to confirm the request. No response at all after that and I still can’t use it the SIM card provided by my current provider (Consumer Cellular).
