GSM Frequencies

4G bands LTE band 1(2100), 3(1800), 5(850), 8(900), 38(2600), 39(1900), 40(2300), 41(2500) are the usable frequencies on an unlocked smartphone I'm looking to buy are these sufficient enough for LTE coverage?

No.  At&t uses LTE bands 2,4,5,12/17,30.  12/17 are the primary bands 

also you must have 3g/UTMS/HSPA 850 and 1900 or you will not get talk and text
