Cell phone activation help

I just bought a new iPhone. The apple store deactivated my old phone and started the activation process on my new phone. The phone will not associate to att. 

I need help and can't call because both phones are inactive. 

I tried to use my number and zip code to activate the phone, but att says it's already active.
