BYOD Line Not Eligible For Upgrade

I recently ported my number from T- mobile to AT&T, when the time i ported my number i did not take a new device. I thought i'll upgrade my device later. After couple of days i went to an AT&T store and asked them about my upgrade eligibility and i was told that i am not eligible for upgrade for 60 days because of BYOD. I did not get any promotion for BYOD but i saw a $250 promotion online. Now i am regretting that i moved to AT&T because i can not upgrade my device or get a promotion for BYOD.
