AT&T Refusing to Unlock My Phone

I have been on an AT&T Business plan for as long as I can remember.  I recently got married, and my wife wants me to switch to her carrier.  I contacted AT&T about porting my number to the new carrier, and the rep told me that he was going to move me off the business plan and into a personal plan, at which point I would be free to port my number.  Unfortunately, the new carrier could not transfer my phone number over because AT&T would not unlock my phone BECAUSE MY ACCOUNT WAS NOT OPEN FOR 60 DAYS!!!!!  This is the plan that they moved me into!  My phone is completely paid off, and I have been an AT&T member for years.  

 

After spending over an hour talking to various customer service reps, they eventually told me that I they would refer my matter to their investigative service and they would let me know within four days.  I just received word today that they denied my request.  

 

AT&T have no basis to decline this request, and its is clearly violating its policy with regard to unlocking their phones.  They continue to deny my unlock request even though I have been with them for years and my phone is paid off.  They problem with my account being open for fewer than 60 days is absurd, as it was AT&T's rep who told me to start a new account, knowing full well that I intended to transfer to a new carrier.  It seems like a lot of people are having this issue, and maybe some sort of formal complaint could be made to the FCC or FTC?

We understand the port out process can be frustrating. Since a case was already created and denied for your unlock request, we are not able to create another one. And even after 60 days, the phone would have come up “this phone is accociated with a business account”. 

The process should have been for the business to request unlock before releasing your number.  But very few CSRs know this.
