Moved to a new home, but can't get the service transition to the new address

I spent hours on hours in the store and on the phone trying to figure it out. Don't know what to do next.
I was relocated with my work 1 year ago, and have a work ssn. For some reason my account can't be moved to a new address without charging me the penalty fees, and no one is authorized to wave this fee.
I live for 10 days in the new address, and the account is still on the old one.
Please help!
