Your unlock request was denied because your phone is no longer active on an AT&T account

I am trying to unlock Nokia Lumia 1020 and I get an error 

"Your unlock request was denied because your phone is no longer active on an AT&T account. Re-submit your request and select 'no' to the "Are you an AT&T Wireless Customer question".


I definitely select NO while trying to unlock (tried few times) but still get this error.

That's a 2013 phone.  AT&T hasn't supported that phone in many years and may not have any unlock codes to give you.   There's also very few places in the world that phone will ever work because it has limited connectivity

It's not voice over LTE capable. 

This is why phones should be unlocked while they are still actively being used and as soon as they are eligible.  

   

I suspect the denial wording is incorrect. I don't know why AT&T doesn't just say it doesn't have unlock codes.  You can call AT&T and ask for tech support.

So what? This phone still can be used outside USA and within the USA with foreign SIM cards in roaming on T-Mobile network.

IIt's not voice over LTE capable.

In any case AT&T must provide unlock code. They can do it because I got unlock codes for other Lumia 1020.

There is no “must”. Unlock codes come from the manufacturer. ATT can’t provide something they don’t have, if indeed they don’t have it. If they do have the code, it will probably take an FCC complaint to get it.

They may not have unlock codes for some phones (not for Lumia 1020, as I said AT&T still provides unlock codes for Lumias).

But this specific error is a technical error with AT&T Unlock Portal.

Update: after filing complaint to FCC, AT&T contacted me and provided unlock code

@Ivy1 , file complaint to FCC. I got unlock code after I filed report to FCC.
