We can't unlock your device right now. Looks like you recently got a 2-year upgrade for

"But don't worry! You can submit a new unlock request when your 14-day return policy period ends."
This has been more than 14 days but no luck. How can i proceed?

Are you submitting the unlock request with your current phone number which is now tied to a brand new phone with a new 2-year commitment?

Do you meet all of the other requirements to unlock your old phone?

I bought the phone on Ebay from a electronic recycle seller. He says it came in a bulk pallet package and has no information about it's history. Phone was around the warehouse more than 14 days. Based on my imei/serial# blacklist search it was purchased in 2021.  It is not blacklisted, FMI is off. And i am able to use my own apple account on it.

  2. Not active on another AT&T account
  3. You must wait 60 days from purchase date (Installment Plan pay off & Pay in Full).
  4. Not reported as lost or stolen or involved with fraud.
  5. Account is not past due if less than 30 days.

To your contract device upgrades are usually limited to business accounts and have been for 10 years. This means the phone is still associated with a phone number from that business account. This means you will never be able to unlock this phone.

My advice is return it to the eBay seller and get your money back.

In the end, it sounds like you bought a phone off eBay from some electronics recycler, and the phone wasn’t clear of some previous obligation.  Since you aren’t the previous owner, and have no knowledge of the history of the phone, you likely won’t be able to get it unlocked.  You can try calling AT&T, but likely if their system shows it can’t be unlocked for some reason (the exact reason doesn’t really matter), the chances of you clearing it up are slim to none since you aren’t the original owner.  

Your best bet is to try and get your money back through eBay.  Was the phone listed as unlocked or unlockable, or just “as-is”?  If the phone was advertised as unlocked or unlockable, then it’s a fraudulent listing, and you should be able to get your money back.  If it was sold as-is, or nothing about the locked status was mentioned, then it may be considered a case of buyer beware.

If the doesn’t work you can try filing a FCC complaint.  Good luck.
