Can I have a verizon jetpack changed to accept at&t wifi

What do you mean "accept at&t wi-fi"? The jetpack doesn't connect to wi-fi, it connects to Verizon 4G network and given that it only has bands 13/4 it won't be able to connect to at&t 4G network with any sort of reliability.

If you unlock it through Verizon, it should be usable. To verify for certain, you can visit a local store to try service (once it’s unlocked), however it’s designed for Verizon’s network and probably won’t let you reach speed capabilities of AT&T’s network while using that device.
