Unlock iPhone XS

Hello - I purchased my iPhone XS with a discount from my last company and initially opted to get phone service provided by the company. When I purchased the device, I completely paid off the device. Since leaving my last company, the company service was cut and I used a personal account with AT&T to continue to use my iPhone with a personal SIM. Now I want to change carriers, but I cannot unlock the iPhone using the online portal and inputting my IMEI. Instead, I receive a notification stating that I need to follow certain steps to "pay off the contract". I am assuming that since the device is paid off, the amount that the message is referring to and needs to be paid off must be an associated fee with breaking a contract attached to the iPhone. I am willing to pay a fee to break the contract and unlock the device to move it to a new carrier, but since the iPhone was not originally under a personal account, I have no way of paying. 


How do I unlock my iPhone XS to move carriers and potentially pay any associated fees without an Account Number? Or how do I proceed from here?
