Flashing a phone is a reference to updating or changing software which has absolutely nothing to do with a carrier lock. And no it's not going to remove a carrier lock.
I responded based on the original post with information into parts. The second part was that if the phone has not been active on AT&T for 6 months which is required for prepaid phones it will not be unlocked. It doesn't matter that you want to use it on a different network that phone is sold deep discounted for AT&T, and therefore the FCC says AT&T has every right to keep it locked for up to 12 months. AT&T only asks for 6 months of paid service.
And part two, is if it has been permanently locked by adding an incorrect unlock code too many times then it's not problem number two it is problem number one which means somebody tried to hack the unlock and entered an incorrect code. Permanently locked means permanently locked.
The 'software' to unlock it is the unlock code that should have been provided and entered on request, after a new sim was installed.
I don't know whether this phone belonged to someone else and they permanently locked it, or whether you tried to unlock it with an incorrect code. In either case it's not fixable. The phone can be used on AT&T, or with any AT&T SIM card on any AT&T mvno, like Cricket or Net10.

If the phone has not been active for 6 months of paid prepaid service AT&T will not approve the unlock. Cast in stone. No work around.
