What do you mean unblock a flip phone for off-line use?
how is it blocked? Are you referring to a user lock? User locks can only be removed by the person who put the lock on it in the first place. It is not something the service provider can bypass.
Flip phones don’t generally have much use as far as Wi-Fi connectivity. Most of them will have email and that’s about it. How exactly do you plan on using it off-line?
