Trying weeks to get phone unlocked without success

Have been trying to get an AT&T prepaid flip phone unlocked (that was shipped directly from AT&T last year). Have talked to many agents who all say it is definitely eligible for unlock according to their records and gone through the same process over and over again with it failing on the device unlock site.  They create a case and the case gets closed with no feedback or just never hear from anyone and have to start all over again. Very frustrating.   Is there anyone here that can look into the issue?

In the meantime, let's review AT&T Device Unlock eligibility
  • Is an AT&T phone or device and isn’t active on another AT&T account.
  • Was paid in full when you bought it (not on an installment plan). You won’t have to wait 60 days to unlock it.
  • Has a paid-off installment plan.
    • Paid through your monthly bill: Submit your unlock request at the start of your next bill period.
    • Paid off early: The wireless number assigned to the device must be active for at least 60 days. Wait 48 hours after you make your final payment to submit your unlock request. Learn how pay off your installment plan.
  • Doesn’t have a past-due account balance. Make a payment to bring your account current. It will take 24 hours for your payment to post. 
  • Hasn’t been reported as lost, stolen, or involved with fraud.
  • Is an AT&T PREPAID phone that has had paid service for at least six months.
Being deployed for active duty? You don’t have to complete your installment plan or contract to unlock your device. Make sure you select Yes when we ask if you’re deployed military.

So why is it not unlocking?  A reason for denial is given.

On the device unlock site it just says the information you have entered is incorrect. Update and try again.  They have confirmed the info is correct. One of the agents I talked to did know that I would need an unlock code because it's a flip phone and submitted a case accordingly. Of course that went no where and was never responded to. Tried working with someone here, and they weren't able to do anything either. I don't think there is anyone that can generate traditional unlock codes anymore. They always say to use the pre-installed device unlock app (there is no such app for a flip phone).  Then they said only the manufacturer can unlock it, contact the manufacturer! It's an AT&T Cingular Flip IV made by Tinno, which is a Chinese company that just makes phones for other brands. When I talked to AT&T a year or two ago, they definitely knew what unlock codes were, but now no ones knows anymore and it's all about a device unlock app that only exists on android smartphones.

It’s possible an unlock code is no longer available but the way to get someone who can provide a definitive answer is to escalate to corporate by filing an FCC or BBB complaint.
