Trying to unlock and says denied

Hi I'm trying to unlock an old ZTE phone and it says 'denied'. I've tried contacting ATT and am getting the run around. Anyone have any suggestion on how to unlock? I meet all of the requirements.

Does the phone?   Prepaid phone must be used for 6 months of paid prepaid service. 

What "old ZTE" phone? 

Old 2g or 3g phones may no longer be unlocked because no codes are available.

The phone in question is a maven which is from 2015 and sold as an inexpensive prepaid phone.  It has limited hardware for operation in North America only. Whether unlocking will make it functional I cannot say, it may not connect to networks in NZ.

As for qualifying to be unlocked, it does not.   That phone had to be used on AT&t prepaid for a minimum of 6 months to qualify to be unlocked.

If you bought it brand new it was never registered on AT&t. If the previous user did not use it for six full months on AT&t prepaid then it still does not qualify to be unlocked.

Its a  7-year-old phone that is not worth $2, and can't work on your network.

Hi I more than understand your points but it's still working perfectly and crazy to just throw it out when it can be unlocked. All I need is someone to type the IMEI in and send me the unlock code. The problem is finding someone in AT&T who can GSD, 30 seconds of effort shouldn't be that hard for the person who has access to it.

It just creates more unnecessary waste and you would hope AT&T practices what it preaches https://about.att.com/csr/home/reporting/issue-brief/waste-management.html?
