I think I would just add that all currently available LG and Samsung phones support Wi-Fi calling, and most recent models from the last couple of years should as well, just not all ever, as there are definitely older models that came out before this feature was introduced. Your right should have gave a little more detail...  The phones have to be running Marshmallow or newer to get WiFi calling also...

Good Afternoon, from your picture we can see that you are getting about -98 dBm from the tower. With marginal signal strength from the tower that can cause a fluctuation in data connectivity speeds. Depending on your location and the building that you are in that can also affect the signal. If you use a site to check the download speed like https://www.att.com/support/speedtest/ or https://fast.com/ what speeds are you seeing?

That is just the photo I would like to show you all,I am in the 6th floor of the inside part of a concrete building,I noticed that is about another 3 or 4 cell antenna surround the building with different networks,

that is why most cell phone and data will mostly work in underground shopping center and basement in Hong Kong.
