No one here can help you fix that. As noted, the account owner must remove that device from their account. If you don’t know who that is, ATT won’t tell you.

Contact the person you bought it from. If they won't help, ask for a refund.
If they won't do that, then you were scammed and you'll have to chalk it up to lessons learned.
