Non AT&T Sim Network Code for Unlocking
I purchased an Unlocked AT&T Samsung Galaxy S22 Ultra from a friend, I went to activate it and add it to my plan however once the device was activated and the new Sim was inserted it directed that I need a Network Unlock Code.

If it's asking for an unlock code, your friend was not truthful about if being unlocked.
Red flag.

The device it self is and was unlocked or it would not have been able to be added to the network. This is a completely different thing that is needed once you add a non AT&T Sim card to switch carries. But thanks for assuming my friend is a liar!

Carriers don't check if devices are unlocked before submitting activations or shipping/activating sim cards. Once the device is unlocked, it stays unlocked.
Looks like your friend could've submitted an unlock request but never gone through with entering that network unlock code, you would need a sim card from another carrier to enter it in the first place.
