Will AT&T be able to unlock a Nokia 1616 cell phone. Would I need to bring it into a store for them to do this ?

Stores do not unlock phones.
The phone is 12 years old, AT&T won't have unlock codes for brands it hasn't carried in years. It's old and unsupported.
