Definitely this phone was paid for in full and owner got upgraded phone and has had their svc for way more than two or 3 billing cycles why can't it be unlocked then??

It's kind of like you had a thought and you posted part of it instead of the whole thing. We have no idea what the circumstances are but if you've purchase a second hand phone it is best if the person that gave it or sold it to you requests that the phone be unlocked for you. AT&t does not recognize second hand sales which means you could be stuck with a phone that is permanently locked AT&t.
By the way AT&t is making secondhand sales even more difficult because they will no longer allow a phone that is being paid for on one account to be activated on a different account.
