Netgear mobile hotspot device

I purchased an ATT bundle contract in late November 2017 and have been trying relentlessly to get good service.  The connectivity is miserable, never more than two bars, and streaming is always interrupted.  I've had perhaps 5 or more calls with support in the last several weeks.  No one seems able to provide a resolution.  Earlier this week they sent me a new Netgear device.  No difference.  Today they said they will send me a new sim card for the device.  I am not hopeful of improvement.

The ATT website shows that Internet services through ATT are not available in the state of Washington.   Perhaps they should add this service as also not available as there is no significant return of service for the money I pay every month for my contract.  It appears I may need to get ready for a battle to terminate my contract as ATT is unable to hold up their end of the bargain.
