Need help for my 88 year-old neighbor...His ZTE model Z223 won't work even with new battery

My neighbor asked me to help him with his phone b/c it "wouldn't charge" and wouldn't turn on. I got him the appropriate replacement battery, put it in, plugged in the charger, and the "charging lines" appeared. After 2 hours, we checked it, and it still won't turn on. I checked the specs for this flip phone and it says it is a 3G. The sim card in it has 27 in the 9th and 10th digits.

We are located in Spring Hill/Brooksville Florida 34609. Is the problem due to the phone being 3G? Is it no longer a good phone for ATT service? Does he need to get a new phone, or will ATT provide him one (he told me ATT sent him this one free)? If he needs to buy a new phone himself, will he need a 4G or a 5G phone, and will he need a new SIM card from ATT? I would rather Not buy a "Seniors" flip phone from ATT because they seem expensive for his budget. Do I have to wait until he buys a new phone, and then order a new Sim card from ATT?

Apologies for all the's possible he got a notice from ATT already that told him what to do, but he doesn't recall getting anything in his bill or separately. He lives alone, and I'm trying to help him with the limited understanding of these things that a 70 year-old lady has. Please be kind and help us out. Thanking you so very much in advance.

the sim card has nothing to do with service the 3G is in the electronics of the phoneand the battery has nothing to go with service, it sounds like a new phone is needed as at&t is shutting down the 3 g he would keep the sim card and place it into the new phone unless its physical size is different.

It does sound like his phone has quit. He should be able to get a reasonably inexpensive LTE flip phone from AT&T. His SIM card can either be moved to the new phone, or an AT&T corporate store will make him a new SIM card that will fit.

The Alcatel flip is the only one currently on the website oh, and it's not a great phone. I would recommend you check Best Buy and see what they have on their prepaid rack
