Issue setting up default greeting on my new AT&T Apple XR

Been trying to set up my voicemail since I received my new cell phone. Wish to choose the default greeting and seems easy enough to do it but when I call myself to test it, it says the person you are trying to reach is unavailable but does not state my cell number nor provides an option to leave a message. Then recites message in Spanish followed by a code: NC 07 UN I have tried a multitude of times to get it to work but to no avail. Help!

Thank you Ayla, but I’ve tried every step you all have listed online. I have tried to set up my voicemail many ways. I’ve tried to create a custom message to see if that would work and then to choose a default message. The directions seem simple, and I do what it says to do but when I test my voicemail by calling my number, it clearly is not working correctly as I described in my initial question. It is very frustrating!
