Is the Alcatel 4052R VoLTE compatible?
I cannot find in the Alcatel manual, nor on AT&Ts web site if the 4052R SMARTFLIP is VoLTE compatible. I did find a third party site that says it is but I'd like to confirm this.

As long as it’s on ATT’s list of supported phones, then yes. Here’s the list, looks like that phone is there:
