I have multiple Quectel EC25-AF-FD modems, some connect via AT&T SIM cards and some do not (even with the same SIM cards).
As stated in the title I have multiple Quectel EC25-AF-FD modems, they all work with T-Mobile SIMs. They are supposed to be compatible with AT&T, and some connect with no problem but others do not. I've checked that the hardware versions are the same, the firmware versions are the same, I checked as many configurations as I could find via AT commands to make sure they were set up the same.
What could cause this? Do the modems need to be registered with AT&T by IMEI or ID numbers or something like that?

Imei are checked by the system.
Very likely AT&T will exclude those from the system and suspend service if not recognized and approved devices and on the appropriate plans.

Hi there, rmn388. Here's why some of your Quectel EC25-AF-FD modems won't connect to our network.
It's very likely that our system is treating those modems as if they're 3G devices, which it won't activate anymore now that the 3G network has been phased out.
When it comes to using a modem on our network, as @formerlyknownas already shared, not only will you need a device compatible to our network, but also a compatible plan. It's possible to get a glimpse of what we have to offer by viewing the table Prepaid data plans at a glance at our support page Get info about data-only plans.
To set up your plan you'll need to visit your nearest AT&T Store. Once you've entered your location, choose FILTER followed by Company Owned Store to find the AT&T Corporate Store closest to you.
Of course, you'll want to check whether the Quectel EC25-AF-FD is found among our AT&T Internet of Things (IoT) Device Catalog. It's possible that the module will need to be approved before you can start using it over our network. Click FAQ in the banner to learn more.
