I bought 2 phones on ebay and I can't unlock them

I Buy 2 phones for gifts on ebay
and send them to Honduras
We try to unlock them through the ATT service and it tells me the following:

AT&T may be unable to unlock devices purchased from eBay. It's important that the seller performs the unlock request before selling the device. Please reach out to them for additional help with this matter.

In some instances, an unlock may be delayed or denied because of account-related items or even fraud.

General Requirements for All Unlock Requests

The device must be designed for use on, and locked to, the AT&T wireless network.
It must not be reported lost or stolen.
It’s not associated with fraudulent activity.
All the device’s service commitments and installment plans are completed, and all early termination fees are paid in full.
The device is not currently active on a different AT&T customer’s account.

You can’t. ATT will not unlock until paid off and only the original owner can pay it off. Unfortunately, that’s the risk of buying used phones. Return them, if possible.

Were they sold as unlocked phones on eBay?

If they weren't sold as already unlocked you never should have purchased them. If they were sold as unlocked you need to contact the seller and you might have to go through the dispute process with eBay
