Fully paid for devices will not unlock says Your account hasn’t been active for at least 60 days.

Not sure why this matters as these devices were purchased outright and have no balance on them.  I got this message on one phone 2 different times I tried to unlock it.  Then on the third time it provided me the unlock code after previously denying it 2 different times saying that the account hasn't been active for at least 60 days.  I think this is an error with the unlock server.

We can definitely provide you with some more information about the unlock process. Your cell phone will need to meet all of our Eligibility requirements before your unlock request can be approved. One of the requirements is that the device must be active with postpaid cellular service for at least 60 days with no past due or unpaid balance. Has your device been active on the AT&T network for at least 60 days with no past due or unpaid balance? Also, if you've already received the unlock code, were you able to complete the unlock process for your wireless device? Please let us know. We look forward to hearing back from you.

I paid off my phone at an att store my money was instantly removed from my account I can not unlock the phone it says its not paid off
