Filed unlock request November 19, still in progress

I submitted an unlock request on November 19 for Alcatel 5002R model that was AT&T pre-paid. Phone paid in full when purchased from Target. Been using AT&T pre-paid plan for over 2 years. Now need to switch networks. Filed unlock request November 19, 2023 and status still says in progress. Called customer service  and said they would look into it. No action so far. My congressman's office said to file an FCC complaint against AT&T but before I do, I will give them one more chance. Please advise.

Has the phone been used on AT&T prepaid for the required 6 months of paid service? It doesn't matter how long you have had prepaid service. Prepaid phones are sold at a discount and service providers are allowed per the FCC to keep them locked until they have completed up to 12 months of prepaid service in order to make back the discounted device price. AT&T requires 6 months

This phone was on the AT&T prepaid plan for about 3 years.

You can try calling and asking for advanced tech support before you go with the FCC complaint. The free FCC complaint is really not a big deal. All it does is forward your complaint back to AT&T
