Cellular Data and offline connection

I am unable to open my apps off of Wi-Fi but I can still text and call. I can only open apps on Wi-Fi and I don't know how to fix this issue. I have checked and my phone is updated. I cleared storage, restarted, and powered down my phone but the problem still stays.

So no mobile data...

Do you have a data plan?

Is it used up?

Turned off?

      On the phone ?

       In your account?

What phone?  Are you sure the phone is compatible with AT&T?

Also depending on where you are you might be roaming. I remember when I was in Yellowstone my phone was roaming on a local carrier and I could talk & text but had no data.

Are your apps set to use data or only Wi-Fi?  You can set each app to use Wi-Fi only or either.
