Either return it, sell it or use it on ATT. It won’t be unlocked until paid off and only the original owner can pay it off.

You return the phone and get your money back. AT&T hasn't had an HTC phone in a decade. It's unlikely it's capable of working on any US provider even if you do get it unlocked.

T-Mobile is definitely more user friendly when it comes to unlocked phones. As long as it works on their VoLTE.
If it doesn't but you are somehow still getting GSM phone service over the few 2G towers T-Mo has left for maritime use, that won't last long.
How's that Android 4.1 and Facebook Home UI working for you? At least that UI could be disabled and you get stock Android.
