AT&T Sent me a Used iPhone XR when I odered a new one

I added a new line and a new phone for my son. I have called and talked to more than 8 people. I just want a new phone. The phone was on when I opened the box and automatically asked for a password. I called Customer Service and they said the the IMEI was from a used phone. I just want a new one sent to me and I am not sure why this is such a big deal.

Please help!!!!

You can go to any company store explain what the problem is and have them replace the phone. Much easier than waiting for shipping.
