APN, username, and password setting to force 3G on "dumb" device

Hi all.  I'm having a heck of a time finding anyone who can tell me how to configure the APN, password, and username setting on a "dumb" device which only has to connect to the internet to pass along the data of when a transponder passes an antenna. I've tried the wap.cingular, wap@cingulargprs.com, cingular1 combo, and the Broadband, unset, unset combo, and the broadband, unset, unset combo, and the Phone, unset, unset combo, but nothing seems to allow this prepaid sim with data plan to connect the transponder reader to the server on the internet.  As additional information, I purchased the AT&T Prepaid sim (which should handle 3G according to the brochure, which this device requires - it is unable to handle 4G), then activated the sim on a cell phone (an HTC10) to get it "on the tower" before inserting it into the reader, then tried all the above APN settings.  Any insight would be most appreciated.

We're here to help! Did you move your SIM card to a different device after you completed the activation? If so, let us know as we will need to update your device information on our end. If you haven't, you will need to program your data settings.

The tech specs on there site say the device is a 2g only device...  If that is the case ATT does not have a 2g network and no US carrier will after the end of 2019.

Does the device have both 3g bands required?

sim for a compatible plan and device would have to be activated before use in the device.

This I do not know. I suspect that the lowest technology would be the
answer. This device began being produced about 10 years ago, used a
standard sized sim, and was able to broadcast race data to the server on 2G
and 3G networks. I actually used a GoPhone prepaid sim for quite some time
with a with the "wap.cingular" APN, but this no longer works.
And thank you for the response! Any insight is appreciated.

Hi Bobbie, thanks for the response!
Yes, I was told by tech support over at the device manufacturer that, since
the device had no interface by which to interact in the activation of the
sim card, I needed to put it into a phone, make sure it could connect to a
tower, then install it into the device. I did so, but the device does not
seem to recognize the network. If you could please change it on your end so
that I can use data only on the simplest 3G (or 2G) network, and then
notify me of what APN settings are valid for this configuration I would
appreciate it! The prepaid sim setup kit I purchased said it was 3G
capable, so I'm hoping yet another sim shouldn't be necessary. The link you
sent, program your data settings , is for 4G
technology which isn't relevant here.
