If you're device is not paid off yet you can buy the 16 digit code online from 3rd party sites like Canada Unlocking

If you're eligible for unlock you can submit an unlock request by following the https://www.att.com/deviceunlock/#/ as a non-customer

1)You can try a at&t device unlock portal or pay all due and contact customer care. they will provide you free network unlock codes.

otherwise  Try this alternate method to get code provide imei number, carrier name at&t and the location of sim and this will help to get Sim Network Unlock Code

Basically you have to meet all AT&T requirements before you can get an unlock code for free.

The basic requirements include:

  • Device has been active for at least 60 days (if you bought it on an installment plan or term agreement).
  • Account doesn’t have a past-due balance.
  • Contracts are completed and any installment plans linked to the device are paid off.
  • Device isn't reported as lost, stolen, or involved with fraud.

If you dont meet the above then their is a paid services that you can search for online. Some of them are scams.  I went with this at&t service since they provide the codes for the new phones that need 16 digit codes like the Note 10 and S20.  If its an iPhone then there is a different service and its usually more expensive since iPhones dont take codes at all.
