payment from debit card for prepaid number returns back

Dear all, please help to understand how to find out why payment from debit card for prepaid number returns back.

Hi James, thank you for answering!We are now in Europe, and I have spent hours trying to reach AT &T by cell phone. I cannot cal 611 being abroad. The problem is, why I try to make a cabinet and sign in, I have only reply "access denied" from any computer.

Access from outside the USA is purposely blocked.  You might be able to login if you use a US based VPN, and have correct login information. 

Have you let your payments on your prepaid account lapse? If your balance has been Zero from more than 60 days your account would have been closed and number lost. This means your payment would have been returned because there's no place for it to go. 

Number to call for prepaid when you are out of the United States. +1.408.962.1025.
