Why is the AT&T cell tower near us so faulty - PlayaLindaHotelTapachula.com Mexico

The cell tower is visual to us but often the messages go to Buzon - mailbox, and at same time we can not call out, or for that matter receive the mailbox message. Do you folks not have voice available to a email, at least our internet through a different provider gets through ! This has been for months, and the local AT&T rep says we should go on a plan as that "MAY" fix it, but refuses to reimburse us if that does not resolve the issue. If not for WhatsAp getting through via Wifi we would be incommunicado.

I see "AT&T launched Wi-Fi Calling, allowing users to call US numbers from abroad over Wi-Fi instead of a cellular network. Provided you’re connected to Wi-Fi, the calls will be free of charge. The service also works in the US when you have a weak phone signal"

but would it work for a Samsung phone? We currently have a recent Xiaomi but as with the non reimbursement if a plan does not work we are equally concerned if a different phone does not work either ?
