slow data upon cell tower congestion, more towers/equipment please

The areas in question affected are Glamis Off Highway Vehicle area, Anza Borrego State Park Rec Area, and any 'play in the sand' area between the mentioned two places. During the non holiday weekday - and during most any day in June thru Sept., most, if not all cellular network towers are not overburdened with an additional 1,500 to 4000 mobile devices. However, now that it's late October thru April - the limited amount of infrastructure/ the cellular towers, are not able to provide data that supports a usual and expected download speed of 12 Mbps to 26 Mbps. Yep, sorry - when the area has visitors with his/her off highway vehicle/side by side, a.t.v., moto cross looking motorcycle - the area takes a hit and no customer can achieve a download speed above 1.1 Mbps.
