HD Voice not working in Portland, OR

I've spoken to 2 AT&T Reps and 2 differnt AT&T corp. Retails stores and so far no one seems to even understand HD voice. Its not working on my iPhone 6+ even though the coverage map for Portland,OR confims HD Voice coverage. I've concluded that AT&T is advertising HD Voice in Portland, OR but its not really enabled. Short of filling a complaint with the FCC I'm hoping someone on here as some info about this thats accually useful and not just reading for the same online troubleshooting I've already seen. 

 

I've tested this with the following HD capable deivces and none of them seem to be using VoLTE for calls. 

 

  • 2 other AT&T iPhone 6+ from others living in my home
  • 3 differnt AT&T Android devices at a retail store
  • 2 iPhones 6/6+ at another AT&T retail store.

I've made a call with VoLTE on and then off and the sound quality is the same. The iPhone always shows 4G when a call starts and back to LTE once you end the call. As I understand it the phone should stay in LTE mode if the HD voice is accually working.

 

I'm disapointed in the complete lack of knowdgel from Retail, and tech support employees.

Thanks for responding however the day after I posted this I got a private message from someone on the HD Voice team. He called me and fixed my issue. Turns out the whole time the VoLTE code was not provisioned on either of my devices. Once he fixed that it started working immediately.
