Can blacklisted phones still dial 911?

In an emergency, can I still dial 911 from a blacklisted phone?

No, they are blocked from all network access.  They will work like an iPod, WiFi only.

Without a carrier isn’t the same as blacklisted.  Remove your SIM card and your phone will say emergency calls.  

 Despite the claim in that post, I think he’s wrong.  An old bag phone can’t connect as no network to connect to.  The bag phones were analog, there is no analog network. Blocked from network phones, as far as I know, do not say emergency calls only as well.
