AT&T post paid SIM not registering in Nouakchott. SIM was working fine in UK and France but no data. Map Coverage shows 3G but i cant use

AT&T post paid SIM not registering in Nouakchott. SIM was working fine in UK and France but no data. Map Coverage shows 3G but i cant use it. It wont register to any network. I have tried disabling wifi, restarting phone, resetting network settings and still nothing. I was using data in UK and France freely without any issues but for some reason when i landed in Nouakchott Mauritania, it did not automatically register to any network. I check the At&T coverage map and it shows 3G for Nouakchott so why wont my SIM register? 

My phone is unlocked and i have tried all the steps.

I heard that At&T has stopped supporting 3G worldwide and any countries that dont have 4G, At&T wont work? Is that correct?

No.  That's completely wrong and that's not what's going on. Your phone supporting 2G or 3G is entirely up to the phone and the local network, has nothing to do with AT&t in the USA.

All US carriers have shut down their 3G network. That does not mean that your phone is not capable of connecting in countries where they may only have a 3G network.   

Since your phone is universal device, it is puzzling why it is not capable of connecting to a local network. I checked the list of covered countries and it is still included.  Usually resetting network settings or manually selecting unavailable network can resolve the problem.   

Unfortunately, when traveling abroad, you are at the whim of the local network providers. AT&t cannot control them, all they can do is control how much you pay when you do connect to a foreign network.
