Use AT&T as home Wifi?

My father is elderly, fixed income.  We'd like to get him off Comcast (very expensive.)  Can we use the ACP funds for him and get the $20 plan (possible add $10/month Mobile Hotspot) to be a reliable internet fee for his home?

There is no $20 plan. There is a phone plan for $65 which with auto pay is $50 and if he is ACP qualified would reduce the cost to $20. But 10 GB of hotspot is not home internet service.  

The most generous plan At&t has is only 50 gigs of data, and it's $55 a month. 

How much data is he using through Comcast right now? Check hus usage.

Is he watching television with Comcast and is the TV package what's driving up his bill?

There needs to be more homework done before you consider taking him off of a real wired internet plan and putting him on a wireless hotspot with an extremely small amount of data.  

ACP has requirements to qualify.

If all he wants to do is watch a little television, purchase an antenna that can be returned in case it does not work, and see if he can pull in a few Channels with an antenna that would allow you to cancel everything.

Thank you very much!   I will review his data and internet usage. Comcast doesn't really like to share all that much info very easily.  For TV we were thinking of Dish Network as he does enjoy cable shows.    He already has AT&T service .. the thought was $70 or so for dish/TV, and spending a bit more on AT&T for a home hotspot wifi for home internet use.    AT&T (and other carriers) probably know,  there are elderly people who are LOCKED into Comcast -- no other option for TV + Internet.   They also seem to easily add monthly services (Hulu, Netflix and others!) that jack up the bill for elderly people.  Tech support is also very tough for him to understand/hear/comprehend.   An alternative to the monopoly would be nice.   Again, very appreciated!

Comcast doesn't have any choice about sharing the information because it's published in his online account. If you log into his Comcast account, and I will assume that this is never been done, but he does have a username and a password. If you log into his online account one of the additional things along with his bill and whatever plan he signed up for is a category for looking at his data usage. It should show 3 to 6 months but possibly as much as 12 months of historical data usage.

It's legally required to be published in his account.  Service providers like comcast, cox, spectrum, at&t, frontier, often have charged data overage charges, so it's required by the FCC.
