I just bought a sim but unfortunately I won't be using it and I can't remember if the store attendant mentioned that if they activated it, can it be activated even though its not been put on a device yet. Because I don't know if im gonna have to pay for the monthly fee. 

Note: the sim has not been inserted in the phone yet.

Hello @Gian08123, we're here to provide some steps about activating a SIM.

 

As stated correctly by @sandblaster,if it was activated, you have 26 days to pay for a plan and also by @formerlyknownas, if you didn't pay for service, you don't have service and you won't be charged anything.

 

Should you need to start the process of activating a deive here are the following steps:

 

Activate your AT&T Prepaid

  1. Go to the Prepaid Activation Portal
  2. Enter your SIM # (located on the SIM)
  3. Enter the IMEI (enter *#06# on your device to get your IMEI)
  4. Enter your zip

AT&T Postpaid (Non-AT&T Prepaid Accounts)

  1. Go to Active Your Device Page
  2. Choose AT&T Wireless Device
  3. Follow the prompts

If you didn't pay for service, you don't have service, and you won't be charged anything additional. SIM cards ordered online are free. If you paid $0.99 - $10 in a store, that's all you'll be charged.

If the sim hasn't been activated and assigned a phone number, maybe give it to someone else, it's still usable as long as no phone number was assigned

Yes but it is unlikely the attendant activated it. If it was activated, you have 26 days to pay for a plan. If you don’t pay for a plan within 26 days, the SIM card will be deactivated.
