Sim card locked, no way of unlocking it

My sim card was locked, I needed the PUK code to unlock it, I still had 8 attempts left to unlock my sim card, but for some reason I have no way to enter my PUK Code, my phone now says no sim card even with the card in it, I have no way to do it through my account because I have a crazy stalker who accessed my account, changed all my information & since my sim card isn't working, I have no way at all to have a code text to my phone to reset my pin & password! What do I do?

If your account has been accessed without your authorization, and is used for fraudulent activity. It is best to contact our AT&T Global Fraud Department at: 877.844.5584 for further assistance.
