Shipper (ATT) set restrictions on shipping carrier (Fedex) so that I cannot make delivery instructions/change shipping address

For its protection and yours.  Some scammers will order a phone using stolen credit card and have it shipped to the credit card address, then tell the shipping carrier to send it to a drop location.  

So to prevent scammers from doing it, legitimate buyers can't do it either.
