setting up VPN over mobile hotspot

I'm trying to setup a VPN server using openVPN or Windows built in VPN.

I have a netgear nighthawk mobile router. I have it set to ip passthrough. Connected to it is a TP-Link router with build in openVPN. Internet connection is working. 

The problem (I think) is that the ipv4 address on the netgear and tp-link is some private ip address and it is different from my public address. Is there any way to make the ipv4 address on the router public?

That's one of the things IP Passthrough does: It assigns the Public IP address to the IP Passthrough device when it requests its address via DHCP, so the router, if set up to be in IP Passthrough, should already have the public address.

I agree! However the tp-link also gets the private ip address that starts with 10.x.x.x the same as in the nighthawk. but when i go online and find my public ip address it starts with 170.x.x.x
