Outgoing SMS not being sent.
Specific identification of problem:
CAN send and receive MMS
CAN receive SMS
CANNOT send SMS
Phone shows message being sent. Appears delivered from my side. Other persons do not receive message.
TROUBLSHOOTING STEPS ALREADY TAKEN:
1.) Restarted Phone
2.) Reset Network Settings
3.) Reset ALL settings
4.) Changed from "Messages" to "Messenger"
5.) Cleared "Messages" cache
6.) Searched app store for "carrier services" deleted and restarted
7.) Reinstalled and updated "carrier services"
8.) Move sim card to another phone. (SAME ISSUE)
9.) Tried contacting unreachable prepaid tech support - cannot get a hold of anyone.
(SMS out tested between each step of course)
Given that sim card will not allow SMS out on any phone it seems, I do not believe this is a hardware issue. This seems like some sort of network issue. I don't know where to go from here.

New info, if I place my husbands sim card into my phone I can send and receive SMS no problem. I'm guessing I need a new sim card. However, I cannot update the sim card on this device via the att prepaid website and the ATT Prepaid phone number just keeps hanging up on me.

You need to go to a retail store for a new SIM card. Just be aware a new SIM card might not help. Your line may be provisioned incorrectly, a new SIM card may not fix that.
