And? I assume you're having a problem, but you haven't given us any information which can be helpful to you.
You have to be in the United States, you have to put the sim in a compatible phone.

Then you follow the prompts on the phone which will help you select a plan, set up your prepaid account, alpha numeric password and PIN code, and then guide you to paying for service.
So what's the problem?
