Loss of pictures, etc

When factory resetting a phone do you lose your pictures that are saved on a sim card?

You cannot save pictures on a SIM card. I suspect you mean a memory card.

A factory reset of the phone only clears its own memory, not what is on the card itself. To be extra safe you could always take out the memory card before resetting the phone, or transferring the data to your computer with a USB cable.

User locks are not under the service providers.

If you set a biometric or other type of lock, you also set a backup pin because it's required by your phone. 

If you don't remember it, you will have to factory reset the phone in order to bypass the screen lock. Hopefully you remember the user email account and password you used to set up the phone, because that will be required to log in to the phone when you restart it

Do you lose everything when you factory reset your phone. I was hoping there was a passcode. When I purchased the phone it was set up by an att rep at Walmart

You would lose all contents on the phone including an ESIM if you had one on there. It does not erase a physical SIM card. It does not erase your account with AT&T or discontinue your phone number
